State Work Activity Program (SWAP)

The State Work Activity Program provides Case Management services to all State TANF clients. We perform an enrollment Intake and negotiate a Family Futures Contract (Employability Plan) for all Adults. We make referrals to other programs for Family Stability activities to assist families in overcoming barriers that may prevent them from achieving stability, working and being financially secure. Referrals are made to these available resources: Food, Housing, Child Education, Child Development, Social Supports, Safety, Transportation, Physical Health, Mental Health, Substance Use, Child Care, and Employment and Training areas within the Blackfeet Manpower One Stop Center.

The Blackfeet Tribe agrees to contract with the Montana Department of Public Health & Human Services. Blackfeet Manpower administers the Tribes Native Employment Works (NEW) Program. The Tribe currently operates the Tribal TANF service population to enrolled Tribal Members only, therefore, some individuals who have not met the service population are eligible for STATE TANF. The State of Montana and Tribe agree the State would pay a dollar amount per TANF participant in exchange for Tribe providing employment and training services to that population. The State Work Activity Program was created to provide Employment and Training activities to State eligible TANF participants.
